We read Google’s first page for 22 searches about marketing, SEO and web design in Oxford, and wrote down every business in the map at the top. A firm with three reviews came first on three of those searches, each time ahead of one with 36. The business with the most reviews led in just over half of the maps, so reviews count, but they did not settle the order by themselves.
Below is every map we saw, how we read them, and what the businesses at the top seemed to share.
How We Read the Oxford Map Pack
Over two days in August 2026 we searched Google for 23 phrases somebody might type when looking for marketing help in Oxford, such as seo agency oxford, web design oxford and ppc agency oxford. We copied each results page in full and counted what was on it afterwards. Some searches we read two or three times, 31 readings in all.
Four things limit what this can show, and they belong before the findings:
- We searched from London, not Oxford. Google said so at the foot of the page, and somebody standing in Oxford may well see a different map.
- We used an ordinary browser window rather than a private one, so Google may have tailored what it showed.
- Each reading is one page on one day. A search can change from one reading to the next, and two of ours did.
- Three pages were cut short when copied. A map we saw on one of them counts; a missing map on one of them never does.
Which Oxford Searches Show a Map Pack?
Of the 22 searches we could read to the bottom of the page, 16 showed three businesses on a map above the ordinary results. The other six never did.
The pattern was in the words. All ten searches that named a kind of business, such as an agency, a consultant or a developer, showed a map every time. Of the 12 that named only a service, half showed one at least once.
Our reading is that Google takes a search like seo oxford to come from somebody learning about a subject, and seo agency oxford from somebody looking for a firm nearby. That is our judgement; Google does not publish the rule. One search, seo audit services oxford, showed a map in one reading and none in another on the same day. These six showed none at all:
- seo oxford, read three times
- seo oxfordshire
- ppc oxford
- ecommerce seo oxford, read twice
- ecommerce seo services oxford
- web design and seo packages oxford
Who Was in the Map for Each Search?

Do More Reviews Put You First in the Map Pack?
Often, but not reliably. The business with the most reviews came first in 9 of the 16 maps, and the three were listed in order of review count in only 5.
The clearest exception was A1 SEO Oxford. With three reviews, it came first for seo services oxford, seo audit services oxford and seo consultant oxford, each time above a web design firm with 36. On local seo oxford, a business called Local SEO Services Agency came first with four reviews, while a firm with 302 sat third. That firm was listed in London, the city we were searching from, which may be the only reason it was shown.
Small numbers were common. In 11 of the 16 maps at least one business had six reviews or fewer, and on oxford digital marketing agency the third business had none.
What Else Decides Who Appears in the Map?
Google says local results are ordered by how well a business matches the search, how close it is to whoever is searching, and how prominent it is, with reviews counting towards the last of the three. We could not judge closeness from London, but the match showed up again and again.
Look at the names. A1 SEO Oxford led on three searches for SEO in Oxford. Local SEO Services Agency led on local seo oxford. The listing first on every web design search we read was called Rare Form : Web Design Oxford & Creative Agency Oxford. Some of these may be the names over the door, and a results page cannot tell you which.
We would not copy the idea. Google’s rules for business profiles ask for the name a business uses in the real world, and adding search words to it can get a profile suspended.
The category counted too. On design agencies in oxford, the two businesses listed as a design agency came first and second, and Rare Form, listed as a web designer and holding the most reviews, came third. On the four searches for web design, web development and WordPress, where its category matched, Rare Form came first in every reading.
How Many Reviews Do You Need to Get Into the Map Pack?
There is no number. Three reviews was enough for one Oxford firm to come first, but only on searches that match its name, from an address in the city centre. On the searches for a marketing agency the businesses at the top had 28 and 29 reviews, and on web design the leader had 54.
So the useful question is not how many reviews to collect. It is how you compare with the three businesses Google shows for your own search today, on the things it says it weighs.
How to Check Your Own Map Pack
This takes ten minutes and needs nothing but a phone. Do it from where your customers are, not from home if home is somewhere else.
- Search the two or three phrases your customers would type, with and without a word like agency, shop or company.
- Note the three businesses in the map for each, with their rating, their review count and the category under the name.
- Check that the category under your own name describes what those customers are searching for.
- Measure the gap in reviews to the third business, not the first. That is the place you are competing for.
- Search again a week later, and from another part of the city. The map moves, and one reading can mislead.
